
He is also a long-standing Fellow of the Institute of Directors for which he has also been a branch Chairman and served on both the National Council and its Nomination Committee.
Philip is a former Deputy Chairman on the Customer Engagement Planning Forum for SembCorp Bournemouth Water and is also a former Board Member of Bournemouth & Poole College. He was a founding Director and Deputy Chairman of Dorset LEP and is a former Non-Executive Chairman of Business Solent.
Philip has previously served as an elected Councillor for both Christchurch and Bournemouth Borough Councils culminating in his being elected Leader of the ruling group. He stood for election to the UK Parliament in 2001. He was honoured to be High Sheriff of Dorset for 2019/2020, and subsequently honoured to become a Deputy Lieutenant of Dorset.

Philip was Chief Executive of P H Warr plc, Property and Construction Surveyors, the company he founded in 1992 and sold in 2016. He became one of the youngest Fellows of the Royal Institution of Chartered Surveyors and through the RICS’s exceptional achievement criteria. P H Warr plc managed more than £1bn of construction of which approximately one-third was social housing projects carried out for c. 20 Housing Associations including some of the largest such as the Places for People Group and Home Group.
